Best Citizenship by Investment Programs 2026, Ranked & Compared

By Jason SwanUpdated April 20264 min read

Citizenship by investment is not a decision I take lightly, and neither should you. Over the past decade I have personally guided hundreds of high-net-worth individuals and their families through the CBI process, overseeing 320 Portugal Golden Visa applications since 2021 with a 99% success rate. That experience gives me a clear, unfiltered view of which programmes genuinely deliver and which fall short.

In 2026, several well-established programmes continue to attract global interest, but they differ significantly in cost, processing speed, visa-free reach and long-term value. I have ranked the leading programmes on the criteria that matter most to my clients: investment threshold, passport strength, processing time, due-diligence rigour and overall value.

1. St Kitts and Nevis, the gold standard

Minimum investment: USD 250,000 · Processing: 3–4 months (45-day accelerated option) · Visa-free: 156+ countries, including the UK and Schengen · Established: 1984 (the world's longest-running CBI programme).

With nearly four decades of operational history, it offers a level of credibility and international acceptance that newer programmes cannot match. For investors who prioritise prestige and reliability, St Kitts is the clear frontrunner.

2. Dominica, best value for money

Minimum investment: USD 100,000 · Processing: ~3 months · Visa-free: 144+ countries · Established: 1993.

At USD 100,000 for a single applicant, it is the most cost-efficient path to a Commonwealth passport with strong visa-free coverage. Well-administered, with no capital gains or inheritance tax.

3. Grenada, the US E-2 visa advantage

Minimum investment: USD 150,000 · Processing: 4–6 months · Visa-free: 148+ countries · Established: 2013.

Grenada is the only Caribbean CBI nation with a treaty granting eligibility for the US E-2 Investor Visa, a cost-effective alternative to the far pricier EB-5 route for those with US ambitions.

4. Antigua and Barbuda, family-friendly

Minimum investment: USD 100,000 · Processing: 3–4 months · Visa-free: 165+ countries · Established: 2013.

One of the strongest Caribbean passports, with very competitive pricing for dependants, often my first recommendation for multi-generation families. Requires a minimum five-day residency visit within the first five years.

5. Vanuatu, fastest passport in the world

Minimum investment: USD 130,000 · Processing: ~30 days · Visa-free: 100+ countries · Established: 2017.

For clients who need a second passport urgently, Vanuatu is in a class of its own, with a zero-income-tax regime. Visa-free reach is more limited than Caribbean alternatives, but the speed is unmatched.

6. Malta, the only EU citizenship route

Minimum investment: EUR 690,000+ · Processing: 12–14 months · Visa-free: 186+ (EU passport) · Established: 2020.

Malta's citizenship by naturalisation for exceptional services by direct investment is the only legitimate route to EU citizenship through investment, full rights to live and work across the EU plus Schengen. Higher cost and rigorous due diligence, including a 12-month residency period.

7. St Lucia, competitive and flexible

Minimum investment: USD 100,000 · Processing: 3–4 months · Visa-free: 146+ countries · Established: 2015.

Matches Dominica on price with a slightly stronger passport and multiple investment routes (bonds, real estate, enterprise), giving clients structural flexibility.

Key Factors I Tell Clients to Consider

Budget narrows the field immediately, Caribbean programmes start at USD 100,000, Malta at EUR 690,000+. Passport strength: Malta (EU) and Antigua lead. Speed: Vanuatu (30 days) is unmatched. US access: Grenada's E-2 treaty is decisive. Tax: Caribbean nations and Vanuatu generally impose no income, capital gains or inheritance tax. Family inclusion: most programmes allow spouses, children and sometimes parents in one application.
