Is the Portugal Golden Visa still worth it? An honest 2026 answer.

The short answer

Yes — for the right goals. And the goals changed on 19 May 2026. Portugal’s new nationality law means naturalisation now takes ten years for most applicants (seven for citizens of Portuguese-speaking countries), counted from the issue of your first residence card. If you were sold the golden visa as “Europe’s fastest passport”, that pitch is dead — and anyone still making it should worry you. What survives, fully intact, is what the programme was always genuinely best at: EU residency for your whole family at roughly seven days a year, permanent residency from year five, and a decade of optionality while your life, business and tax base stay exactly where they are.

I’ve guided more than 320 Portugal Golden Visa applications since 2021, so you might expect me to answer this question with a sales pitch. I’d rather answer it the way I do in private consultations — because the honest version is more useful, and frankly more persuasive, than the brochure version.

What actually changed in 2026

Parliament rewrote the nationality law, and the new rules apply to citizenship applications made from 19 May 2026 onwards. Three changes matter to golden visa investors:

What did not change is just as important: the golden visa programme itself was untouched. The investment routes, the ~7-days-a-year presence requirement, family inclusion, permanent residency from year five — all still standing. Portugal restructured the programme in 2023 (removing real estate) and has shown no intention of closing it; this was a citizenship reform, not a golden visa reform.

The honest maths

The costs haven’t moved: €500,000 into CMVM-regulated investment funds or a €250,000 cultural donation, plus government fees per family member, legal fees and due diligence — the full line-by-line numbers are in my cost breakdown. What the new law changes is the holding maths: if citizenship is your endgame, you should now expect to maintain a qualifying investment (or have transitioned to permanent residency) across a longer arc, and fund life-cycles need to be planned with that in mind. That is a planning question, not a dealbreaker — but it deserves an honest conversation before you subscribe to anything, not after.

The question I ask every client: if citizenship took exactly as long as the law now says — ten years, at seven days a year — would the residency, the mobility, the permanent-residency option at year five and the security of the fallback still justify the capital? For most of the families I work with, the honest answer is still yes. When it isn’t, I say so.

My verdict

The 2026 law removed the programme’s laziest sales pitch and left its real value untouched. If anything, it has cleaned up the market: the passport-shoppers are leaving, the option-buyers are staying, and the advisers who only ever had one line are struggling to rewrite it. The Portugal Golden Visa in 2026 is what it always should have been sold as — the most efficient way for a family to hold a European future open without living there yet. On that honest description, it remains, in my view, the best programme of its kind in the world.

Citizenship applications filed by 18 May 2026 continue under the previous five-year regime. If your application was pending on that date, the new timelines do not apply to it — though specific cases deserve specific legal advice from a Portuguese nationality lawyer, which I can arrange through my partner network.
