Lots happening in Portugal this month, citizenship debates, processing changes – as always please see below for a clear overview of where things stand and what it means for you.
The Portugal Golden Visa programme remains OPEN.
Applications are being accepted as normal, qualifying investment routes remain the same, and there have been no structural changes to the visa program itself.
Despite online speculation, there has been no change to eligibility criteria, minimum investment thresholds, or residency rights. In practical terms, the program continues with this year starting with improved timelines compared to last.
CITIZENSHIP LAW – WHERE IT STANDS
The proposed extension of the citizenship eligibility period from five to ten years remains under parliamentary discussion.
It is important to stress: this has not been implemented. The current five-year qualifying framework still applies.
Following the Constitutional Court’s rejection of key elements of the previous decree, the matter has returned to Parliament for further review. This means discussion is ongoing – but until formal legislation is passed and enacted, nothing changes for current or new applicants.
For some investors, this discussion creates urgency. For others, it has minimal impact depending on long-term plans. The correct interpretation depends entirely on your personal timeline and objectives.
AIMA & PROCESSING IMPROVEMENTS
One of the more tangible developments this year has been the continued rollout of AIMA’s new digital portal for Golden Visa holders.
The platform now supports:
• Application submissions
• Secure document uploads
• Appointment scheduling
• Case tracking visibility
While still bedding in, the early signs are encouraging. We are seeing biometric appointments scheduled significantly faster than in previous years – in some cases within weeks of complete submission. This marks a notable improvement from the backlog-heavy environment of prior cycles.
IS THE GOLDEN VISA STILL WORTH IT IN 2026?
This is currently one of the most searched and frequently asked questions.
The answer is not “one size fits all”. For investors not wanting to commit full time to living here and/or becoming tax resident, Portugal’s Golden Visa remains the only option to achieve EU residency rights and citizenship.
However, understanding processing timelines, investment options and potential legislative changes are important to understand before committing. In the March Q&A, I will explain whether applying now makes sense or not.

In parallel to the Golden Visa, there has been a clear increase in enquiries regarding Portugal’s Highly Qualified Activity (HQA) Visa.
This pathway is designed for entrepreneurs, executives and highly skilled professionals seeking to establish innovation-driven or research-linked activity in Portugal.
Unlike the Golden Visa – which is investment-focused – the HQA route is based on a contribution to the Portuguese economy.
• Lower capital exposure compared to traditional Golden Visa routes (170,000 EUR required)
• Fast track residency card in 3-4 months
• Residency pathway leading toward long-term status and citizenship
• Strong suitability for founders, innovators and international executives
With significantly less capital required compared to the Golden Visa, the HQA route may be more suitable depending on your personal circumstances.
